Having spoken in Norway, Stoltenberg addressed the deadly twin blast in Ankara, which has left at least 97 people killed and said that Turkey, having seen several terrorist attacks, has the right to defend itself.
On the other hand, NATO Secretary General urged, "But I of course expect them to be proportionate in the way they respond".
